Building Low-Emission Alternatives to Develop Economic Resilience and Sustainability in the Philippines

How can low- and middle-income countries avoid releasing greenhouse gas emissions unnecessarily?
USAID is helping countries accelerate their transition to climate-resilient, low-emission, sustainable development. In the Philippines, the Building Low Emission Alternatives to Develop Economic Resilience and Sustainability (B-LEADERS) Project led key efforts to achieve this goal.
Abt Associates assisted with economic analysis and other B-LEADERS activities. Our work includes:
- Training and technical assistance to the government to institutionalize a greenhouse gas (GHG) inventory process in the waste, industry, agriculture, and forestry sectors;
- Developing the Energy Virtual One-Shared System, aimed at streamlining the permitting process;
- Conducting greenhouse gas (GHG) inventories on mangrove ecosystems; and
- Leading a multi-agency effort to assess the economy-wide costs and benefits of mitigation options.
Abt Associates served as a major sub-contractor to RTI Corporation on this USAID-funded project.
The government used results of Abt’s analysis in a number of ways including as the evidence base to its Intended Nationally Determined Contribution and the prioritization and formulation of sectoral mitigation actions. The data will also serve as the foundation of a transparent, consistent, accessible, and comprehensive dataset to develop a robust national greenhouse gas emissions inventory.
